How does it work?
The WordPress Comments Import and Export plugin takes CSV (Comma-Separated Values) file as input. You must create a CSV file and enter the Comments details in a structured format as explained in the tutorial. This is to match each field of CSV file to the field of a particular Comment that otherwise Admin need to input manually.
You can create the CSV from scratch or you can export the Comment to get the format of CSV. You can use a spreadsheet program, such as Microsoft Excel, or Google Spreadsheets for creating and modifying the CSV file. Save this file with extension.CSV. After entering all details about comments in a spreadsheet, you can import comments to your online store. With this plugin, you can also export and download comment details as a CSV file.

Just wanted a quick way to export comments on my personal blog, so I could do some analysis on who has been commenting the longest, who has left the most comments, etc. Did exactly what I wanted with little fuss!
Not working: Access denied

Installed it on both sites. Exported from one site, then tried to import the file—got a loading bar followed by an "Access Denied" message. Even if it had worked, there was no option to select which blog post to import it into. Useless.

Exactly what I needed

Needed to export all comments, to see more easily if there were genuine comments in between thousands of spam comments. Exported it to CSV in one click, imported the CSV in Excel, and voila. Perfect plugin. Uninstalled it because there were no genuine messages, so we disable comments completely now.

Perfect Plugin

I downloaded my site to redo it on my localhost and by the time I was done, the database was totally out of sync.
So I needed to import the new comments / orders / customers / etc...
