The bar appears once a shipping zone has an enabled Free shipping
method whose requirement is A minimum order amount. The settings
screen (WooCommerce Free Shipping Bar) tells you when no such rule
exists and links to where one is added.

My free shipping requires a coupon

Coupon-based rules (“A valid free shipping coupon”, “either”, “both”)
are supported by the full edition; this edition reads minimum-amount
rules.

Does it slow my store down?

No. It renders on the server with the page, loads one small stylesheet
and no JavaScript, and does nothing at all on pages it does not show on.
