Installation

Extract archive to folder top-panel
Upload top-panel to the /wp-content/plugins/ directory
Activate the plugin through the ‘Plugins’ menu in WordPress

This plug-in is absolutely basic. Use one of the many alternatives instead (search for "notification bar").
