This plugin stretches the new block editor (Gutenberg) in WordPress

You can set the with of the block editor by yourself by going to Settings > Stretch Block Editor.

Can I set the with in percentage (%) value

No, unfortunately you can only set the editor wodth in px (pixel) value at the moment.
