Does the plugin delete existing content during normal migration?

Normal content migration does not intentionally delete production posts.

Does a blank SEO CSV value delete existing metadata?

No. Blank supported SEO values preserve the existing value.

Can I use this plugin without Yoast SEO?

The CSV framework and features that do not depend on Yoast may still be available, but Yoast SEO metadata management requires Yoast SEO.
